Why Project Controls Matter More Than Project Management in Mining

September 2, 20264 min read

In mining, the difference between a project that delivers on budget and one that does not is almost always a question of project controls.

Project management and project controls are often used interchangeably. They should not be. Project management is the human activity of directing and coordinating a project. Project controls is the structured system through which a project is measured, monitored, and forecast.

On a small project with a simple scope, strong project management may be enough. On a large mining capital project, it is not. At that scale, the complexity of the work -- multiple contractors, long lead procurement, remote logistics, complex regulatory requirements -- generates more information than any team can process through intuition alone. Project controls is the mechanism through which that information becomes visible, actionable, and auditable.

What Project Controls Actually Covers

Project controls encompasses several distinct disciplines that work together to give the project owner a clear picture of where their project stands at any point in time.

Cost control tracks expenditure against budget, identifies variances, and forecasts final cost. Schedule control tracks progress against the baseline programme, identifies slippage, and models the impact of delays on the critical path. Earned value analysis combines cost and schedule data to provide a single, integrated view of project performance. Change management provides a structured process for identifying, evaluating, and approving changes to scope, cost, or schedule.

Together, these disciplines allow a project team to answer the questions that matter most to an owner: Are we on budget? Are we on schedule? If not, how bad is it, and what are we doing about it?

Why Mining Projects Demand Rigour

Mining projects have cost profiles that make project controls a financial imperative. Capital expenditure on a major mining development can run into hundreds of millions or billions of dollars. At that scale, a cost overrun of even two or three percent represents a material financial impact.

Mining projects also tend to involve complex contracting structures -- multiple prime contractors, significant subcontract packages, and long-term procurement agreements. Each of those contracts generates its own stream of cost and schedule data, and integrating those streams into a coherent project picture requires systems and processes that are designed for the task.

The Role of Technology

Modern project controls is increasingly data-driven. The volume and velocity of cost and schedule information on a large project creates an opportunity for technology to add genuine value -- not by replacing experienced project controls professionals, but by giving them better tools to collect, analyze, and present data.

At Praetorian, we have developed Praetorian IQ, an AI-powered cost intelligence platform that brings these capabilities to mining construction projects. By combining project controls disciplines with modern data technology, Praetorian IQ gives owners and project teams the information they need to make better decisions faster.

The goal is not automation for its own sake. The goal is to make experienced project controls professionals more effective, and to give project owners greater confidence in the accuracy of the information they are using to manage their investment.
