EPCM oversight: how it works alongside the EPCM contractor
An EPCM firm designs the project and then manages its own design through construction. An owner's team construction manager works for the owner instead: on site, accountable to the owner, and independent of the engineering.
Praetorian reviews engineering deliverables critically, pushes back where scope is being added unnecessarily, tracks actual progress against plan and escalates schedule risk before it becomes a crisis. Many of our people come from direct-hire contractor backgrounds, so they understand how contractors price risk and manage their margins, and they use that understanding to keep contractor success and owner success aligned.

Project Execution

Health, Safety, Social & Environment
Owner-side HSSE representation embedded in the project team, not parachuted in for audits. Praetorian monitors contractor HSSE performance, supports incident investigation, and ensures the owner's duty of care is actively discharged throughout the project lifecycle.
Survey and Data Management
Site preparation, earthworks, haul roads, access roads, sediment ponds, diversion channels, and geosynthetic-lined storage facilities. Praetorian manages civil contractors to deliver foundations and bulk earthworks that meet design intent and programme requirements.
Structural Steel & Concrete
Structural fabrication, erection, and concrete works for process plants, mine facilities, and infrastructure buildings. Praetorian provides owner-side oversight to ensure quality, dimensional control, and programme adherence from first pour through final bolt-up.
Mechanical & Piping
Equipment installation including crushers, conveyors, thickeners, pumps, compressors, and associated piping systems. Praetorian coordinates mechanical contractor sequencing and vendor alignment to protect equipment warranties and commissioning timelines.
Electrical & Instrumentation
Power distribution, switching stations, MCCs, VFDs, instrumentation, and underground electrical systems. Praetorian manages E&I contractors through installation, loop checks, and pre-commissioning to ensure systems are handed over ready for energisation.
Process Plant Construction
Construction management of process circuits, ADR facilities, heap leach pads, paste plants, and concentrators. Praetorian coordinates multi-discipline sequencing to meet process plant completion milestones and protect the critical path to first production.

What is EPCM oversight?
Owner-side oversight of an EPCM (engineering, procurement and construction management) contractor. The owner's team checks progress, cost, quality and contract performance independently, reviews engineering and scope decisions, and represents the owner on site rather than relying only on the EPCM's own reporting.
What is the difference between an owner's representative and a contractor's project manager?
A contractor's project manager is accountable to an employer whose primary objective is to complete the scope within its own budget and margin. An owner's representative is accountable to the owner, whose objective is to deliver the project at the right cost, on the right schedule and with the right quality.
Does an owner's team create an adversarial relationship with contractors?
No. The goal is to set up the contract structure, reporting cadence, quality requirements and payment mechanisms so that contractor success and owner success are aligned. Praetorian's contractor experience makes its people more effective at managing contractor relationships, not less.
